Firstly, so many binoculars are advertised as "military binoculars" - but, most of them are not military specificatioin binoculars. 

Then, what are exactly Chinese military specifications for binoculars?  There is a handbook of 300 pages about this.  To be simply put, a military binoculars must pass the so-called "enviromental tolerance five tests" before they are packed and sent. 

Five tests are below:

Oscillating test: 5 ~55 ~ 5Hz meaning that the binocular will be tested using vibration test equipment starting from vibration 5 times  per second, accelerating to 55 times per second, then back to 5 times per second.  After this process, if the ojectives assemblies, prisms and eyepieces assemblies are still in perfect alignment, then the binocular passes the Oscillating test.

Impact test: 20 G (gravity) meaning that the binocular will be tested using impact testing machine and it must bear 20 G impact.  After the process, if the ojectives assemblies, prisms and eyepieces assemblies are not broken and still in perfect alignment, then the binocular passes the impact test.

Submersion test: 1.5m,1H meaning that the binocular will be submersed completely 1.5m deep below water for one hour.  After the process, if there is no water found inside the binocular, then the binocular passes the submersion test.

High temperature: +55 C meaning that the binocular will be put in a container with the temperature set to +55 centigrade.  After the process, if the rubber and glass are still good, then the binocular passes the high temperature test.

Low temperature: - 43 C meaning that the binocular will be put in a container with the temperature set to -43 centigrade.  After the process, if the focusing assemblies still work, then the binocular passes the low temperature test.

Test 1 and 2 are about shockproof performance, test 3 is about wateproof performance and test 4 and 5 are about all-weather working performance.

It takes much more cost, efforts and time to manufacture the military binoculars and so the military binoculars are not cheap or inexpensive.
